Apply a motion blur effect.

| angle | Angle in degrees (0 to 360) |
| radius | Radius of Gaussian kernel in pixels (> 0) |
| sigma | Standard deviation of Gaussian kernel in pixels (> 0) |
Note:
◼Also available as a RetouchTool by setting MouseInteractGeneral to [miRetouchTool] and RetouchMode to iermMotionBlur
◼If the image PixelFormat is not ie24RGB or ie8g, it will be converted
