How to deselect all layers because when i select any image from imageenMVieew to assign into imageenView, it loads the image into selected layers instead of imageenView background.

ImageEnView1.Assign(ImageEnMView1.Bitmap);

Set the ImageEnView1.LayersCurrent := 0 before assigning the image to load the image into the background layer or layer 0:
ImageEnView1.LayersCurrent := 0;
ImageEnView1.Assign(ImageEnMView1.Bitmap);
ImageEnView1.Update;
