Is there a built-in maximum image size when performing a resample?

I'm trying to create a utility that will be used to convert images for use on a laser cutter. The output file must be monochrome BMP, 600 DPI.

The cutter bed can support up to 24"x36" material - so max of 21600x14400 pixels.

So far (using ImageEN 3.12) I haven't been able to "up-sample" to anything larger than 12000x12000.

This is with Delphi XE, running on Windows XP Pro, 3 gig ram.
