TextLayer lock position does prevent moving and also rotating the layer.
It would be nice if moving and rotating could be separately locked.

Thanks. We'll consider this for a future update. In the meantime you can write your own custom version that excludes the mlResizeLayers and/or mlRotateLayers from MouseInteractLayers.
