Decrypt works in one and not in another

I am using ImageEn VCL edition and....

This code works in one program but does not work in another program.

ieMain.LayersCurrent := 0;
    ieMain.Proc.Decrypt('MyTestingPassword');

I keep getting this error message:

WHY?

Are you able to create a small test projects that reproduces the error?
