TIELineLabelPos = (ielpHide, ielpAtStart, ielpAtEnd, ielpAtTop, ielpAtBottom);

Value Description
ielpHide Does not show the text label even if text has been specified
ielpAtStart Shows the text label at the start of the line
ielpAtEnd Shows the text label at the end of the line
ielpAtTop Shows the text label above the line
ielpAtBottom Shows the text label below the line

If possible add ielpAtTop and ielpAtBottom to position TIELineLayer Label.
