Can we get the Dicom header inforations (tags)of a file without loading the image?

Yes, you can load just the files params using:

I try the ImageEn1.IO.ParamsFromFile procedure, but I can't access DICOM tags information. The ImageEn1.IO.Params.FileTypeStr is empty. The filename is good and the file extension is ".dcm". Everything is OK when I load the image with LoadFromFileDICOM. So What I am doing wrong to get tag without loading image?

Please try ParamsFromFileFormat(filename, ioDICOM).
