If there is at least one layer, rectangular selection does not work. Selection occurs only inside the layer.

Yes, that is correct. By design, selections are layer specific.

I can not select layer[0] (background)?

Hi

Please ensure that Layer 0 is the current layer:

ImageEnView1.LayersCurrent := 0;

Also, you may want to set Selectable := False; for your other layers so they do not become the current layer.
