For general document Deskew, you can use IEVision's OCR getOrientation or TImageEnProc.SkewDetectionFine and SkewDetection.

Other than that there is not a specific method to detect markers, but you could iterate through the scanlines to locate the four corners and then calculate the deskew yourself.
