For general document Deskew, you can use IEVision's OCR getOrientation or TImageEnProc.SkewDetectionFine and SkewDetection.

https://www.imageen.com/help/TIEVisionOCR.getOrientation.html
https://www.imageen.com/help/TImageEnProc.SkewDetectionFine.html
https://www.imageen.com/help/TImageEnProc.SkewDetection.html

Other than that there is not a specific method to detect markers, but you could iterate through the scanlines to locate the four corners and then calculate the deskew yourself.
